AI may
Support action
- Observe and organize relevant evidence.
- Draft and compare alternatives.
- Recommend and explain a proposed action.
- Identify patterns and surface risk.
- Execute bounded, reversible actions where authorized.
Human governance
AI may propose. Humans remain accountable. Stake governance connects authority to consequence and keeps responsibility attached to identifiable people.
Consequence-based authority
Not every action requires the same approval. Low-consequence, bounded, and reversible actions may be delegated where authority is explicit and outcomes remain observable.
Consequential financial, contractual, safety, employment, ownership, and external commitments require a responsible person with the competence, context, and mandate to decide. Automation can support that person; it cannot absorb responsibility on their behalf.
Evidence before confidence
The system should make relevant observations, provenance, assumptions, uncertainty, conflicting evidence, and the limits of where a lesson applies available for review.
An answer that sounds confident but cannot be challenged or connected to evidence has not earned trust.
Challenge and disagreement
Experts must be able to challenge a recommendation, preserve a dissenting view, and identify missing context. Disagreement is not noise to remove.
Transparent correction
Material corrections should preserve what was believed, what new evidence arrived, who authorized the change, and how future use should differ.
Decision accountability
The record exists to strengthen learning and responsibility—not to replace judgment with bureaucracy.
